C’était en 2010 quand Béranger a rencontré la directrice du centre culturelle américain de l’époque lors d’une mobilisation pour un appel au volontariat , marquant le début de son parcours de leadership communautaire. Lui et ses pairs sont reconnaissant d’avoir eu l’opportunité de comprendre l’importance d’ une évolution des pensées pour les jeunes du Bénin. C’était primordial et catalytique pour eux de passer de la question “ Qu’est ce que le pays peut faire pour nous les jeunes” à “ Que puis-je apporter à mon pays, à ma communauté?”. C’est de là qu’ils ont organisé leur premier Global Youth Service Day mais ça ne fut pas facile car ça semblait absurde aux yeux des gens de sa communauté. Cependant, grâce à leur persévérance et leur engagement, leurs initiatives sur la communauté ont suscité l’étonnement général.
Détenteur d’ un master en informatique, Béranger Tossou est le fondateur de l’ ONG Youth Service Africa (YSA), partenaire communautaire de Youth Service America et Global Youth Service Day. L’organisation se focalise sur la promotion du volontariat chaque année à travers des activités organisées par les jeunes. Maintenant Youth Service Africa est présent au Bénin et au Togo, mais l’objectif est de l’étendre dans d’autres pays du monde. Béranger est aussi président de la Plateforme Des Organisations des Jeunes pour le Développement Durable des Communautés( POJ-DDC), une plateforme regroupant 20 organisations de jeunes et femmes déployée quelques mois après le lancement du chapitre MDPC au Bénin.
Béranger croit fermement que “ personne ne peut venir créer la résilience des communautés si ce n’est que la communauté elle-même à partir de ses propres aspirations”. Depuis 2013, YSA a mené beaucoup de projets incluant des campagnes de propreté dans les universités, de sensibilisation sur la sexualité en milieux scolaires avec l’appui de L’UNFPA, et des projets de reboisement pour combattre le changement climatique. Leurs activités ont poussé les écoles à acheter des poubelles, et aujourd’hui L’Université d’Abomey-Calavi où ils ont rigoureusement travaillé a adopté un esprit de salubrité remarquable par l’absence de déchets à terre. Comme suite, l’introduction du DPC au Bénin, a amplifié son engagement. Grâce à l’ outil d’évaluation participative du DPC, Béranger et ses collègues ont pu reformuler un projet avec la Coopération Suisse pour que les activités décrites reflètent les aspirations des communautés visées. Ils ont donc créé dans le cadre de ce projet une application permettant de soumettre des plaintes lorsque les personnes reçoivent des soins de santé médiocre dans les centres de santé publiques. Les données collectées ont servi à pousser les instances de gouvernance locales à apporter des changements .
Au sein du POJ- DCC, Béranger travaille maintenant sur un autre projet en vue de solliciter des fonds auprès du PNUD visant à procurer Ganvié, la Venise D’ Afrique, avec un bateau à moteur électrique, un projet entièrement focalisé sur le DPC.
Étant un fervent partisan du DPC, il croit que l’outil n’est pas juste un outil de suivi évaluation mais aussi un outil de communication et d’orientation. Ainsi, si aujourd’hui il avait la chance de s’asseoir avec le président du Bénin, il lui conseillerait de considérer l’outil DPC dans son administration. “ S’il applique l’outil DPC dans sa gouvernance, l’outil DPC va l’aider à avoir beaucoup plus de résultats positifs, à l’orienter et à devenir incontournable. Parce qu’il pourra travailler sur la base des aspirations d’abord de ses ministres, sur la base des aspirations de ses préfets, des maires, des communautés à la base en fin. Et en consolidant tous ses résultats que le DPC va lui donner je suis sur qu’il va redéfinir un autre plan de travail, et s’ il considère réellement le travail que le DPC va lui donner,” nous indique Béranger. Parmi ses grandes aspirations, Béranger désire que les gouvernements remettent aux communautés la place qui leur convient, pas au dernier rang comme c’est le cas aujourd’hui.
Le jeune leader ne manque pas de nous parler des enjeux auxquels il a été confronté tout au long de son parcours de service communautaire. Selon lui, les conflits financiers et les contraintes liées aux ressources présentent les défis majeurs dans les projets collaboratifs des jeunes. Et donc, avoir une capacité à les gérer et à trouver des solutions devient primordiale pour établir un milieu de cocréation et collaboration accueillant et confortable pour tout le monde. De même, pour Béranger, une détermination vigoureuse peut conduire à un changement exponentiel lorsque l’objectif principal est de faire un impact positif dans une communauté. Il appelle ainsi tous les jeunes à adopter une telle mentalité dans leur intérêt et celui de leur communauté.
En conclusion, Béranger exprime sa profonde gratitude envers tous ceux qui œuvrent au sein du MDPC Bénin pour leur engagement sans faille à former les organisations locales- y compris le POJ-DCC– dans le domaine de la mobilisation des ressources. Il est convaincu que de beaux jours se profilent à l’ horizon pour le MDPC, porteurs de succès et d’accomplissement.
A young champion of volunteering and the Participatory CLD Assessment Tool talks to us

It was in 2010 when Béranger met the then director of the American Cultural Center during a mobilization for a call for volunteers, marking the beginning of his community leadership journey. He and his peers are grateful to have had the opportunity to understand the importance of a shift in thinking for young people in Benin. It was crucial and catalytic for them to move from the question “What can the country do for us young people” to “What can I bring to my country, to my community? From there, they organized their first Global Youth Service Day, but it wasn’t easy because it seemed absurd to people in their community. However, thanks to their perseverance and commitment, their community initiatives have met with widespread astonishment.
Béranger Tossou holds a master’s degree in computer science and is the founder of the NGO Youth Service Africa (YSA), a community partner of Youth Service America and Global Youth Service Day. The organization focuses on promoting volunteering each year through activities organized by young people. Youth Service Africa is now present in Benin and Togo, but the aim is to expand to other countries around the world. Béranger is also president of the Plateforme Des Organisations des Jeunes pour le Développement Durable des Communautés (POJ-DDC), a platform of 20 youth and women’s organizations set up a few months after the launch of the MCLD chapter in Benin.
Béranger firmly believes that “no one can come and create community resilience except the community itself from its own aspirations.” Since 2013, YSA has carried out many projects including cleanliness campaigns in universities, sexuality awareness in schools with the support of L’UNFPA, and reforestation projects to combat climate change. Their activities have prompted schools to buy dustbins, and today the University of Abomey-Calavi, where they have worked rigorously, has adopted a spirit of cleanliness remarkable for the absence of garbage on the ground. The introduction of CLD in Benin has amplified their commitment. Thanks to the CLD tool, Béranger and his colleagues were able to reformulate a project with the Swiss Cooperation so that the activities described reflected the aspirations of the target communities. As part of this project, they created an application to submit complaints when people receive poor health care in public health centers. The data collected was used to push local governing bodies to make changes.
Within the POJ- DCC, Béranger is now working on another project to solicit funds from the UNDP to provide Ganvié, the Venice of Africa, with an electric motorboat, a project entirely focused on the CLD.
As a fervent supporter of CLD, he believes that the tool is not just a monitoring and evaluation tool, but also a communication and orientation tool. So, if today he had the chance to sit down with the President of Benin, he would advise him to consider the CLD tool in his administration. “If he applies the CLD tool in his governance, the CLD tool will help him to have many more positive results, to guide him and to become indispensable. Because he’ll be able to work on the basis of the aspirations of his ministers first of all, on the basis of the aspirations of his prefects, mayors, grassroots communities so on. And by consolidating all the results that the CLD is going to give him, I’m sure he’ll redefine another work plan, and if he really considers the work that the CLD is going to give him,” says Béranger. One of Bérange’s greatest aspirations is for governments to give communities back their rightful place, not at the back of the queue as is the case today.
The young leader talks about the challenges he has faced throughout his community service career. According to him, financial conflicts and resource constraints present the major challenges in collaborative youth projects. And so, having the ability to manage them and find solutions becomes paramount to establishing a co-creative and collaborative environment that is welcoming and comfortable for everyone. Similarly, for Béranger, strong determination can lead to exponential change when the main objective is to make a positive impact in a community. He therefore calls on all young people to adopt such a mindset for the benefit of themselves and their communities.
In conclusion, Béranger expresses his deep gratitude to everyone at MCLD Benin for their unfailing commitment to training local organizations – including POJ-DCC – in the field of resource mobilization. He is convinced that bright days lie ahead for the MCLD, bringing success and fulfillment.
