Voices of the Decade: Chandra Devanarayana

For the past decade, MCLD’s work has been shaped by incredible people. Voices of the Decade is a new interview series featuring the leaders, partners, and changemakers who helped build our community. Their answers are human, thoughtful, and an encouraging reminder of MCLD’s impact. In this interview, Chandra Devanarayana, Executive Director of Revolutionary Existence for Human Development (RED) shares how her organization supports women working in Sri Lanka’s free trade zones, reflects on discovering CLD, and outlines the impact she envisions MCLD could have in Sri Lanka.

For those meeting RED for the first time, could you introduce your organisation and what inspired its work?

RED is a Sri Lankan organization working alongside women who work in free trade zones – specially designated industrial regions in Sri Lanka where export-oriented factories employ thousands of workers to manufacture textiles, apparel, and more.

Women working in these zones face extremely challenging working and living conditions. They do not have adequate salaries, job security, or the ability to exercise their right to freedom of association; they are overworked and face unsafe environments. At RED, we work to strengthen their social, economic, and political empowerment through rights education, advocacy, and community organizing. 

Our work has a specific focus on single mothers, widows, and young female workers. We educate them about their rights and support them to advocate for themselves. We also advocate on their behalf. For example, we have been in communication with companies like Adidas and Nike to ask for fair wages for factory workers – one pair of their trousers is sold in the US for a higher price than their monthly wage. A recent success was securing a day care center within a free trade zone after discussions with the Parliament. We have also launched a newspaper where free trade zone workers can share their own stories. 

I was inspired to start this work after my experience working in a free trade zone and later with an NGO supporting female workers. I had built national and international connections in the field already, and founded RED in 2017. We now have over 1000 members supporting our advocacy for workers in Sri Lanka’s free trade zone. 

What drew you to MCLD? 

The world urgently needs genuine community-led development initiatives. Too often, development efforts rely on short-term financial contributions provided by individuals or funding organisations. We value that MCLD connects organizations working towards CLD at both national and international levels. That shared vision encouraged us to join and contribute.

Through MCLD, RED has connected with other Sri Lankan members to explore what CLD means in our country. I believe MCLD can promote a mindset of agency, initiative, and building on our own strengths across Sri Lanka. 

I am interested in meeting more members in the Asia region and building the knowledge of CLD within organizations and local governments. I see a value in local governments implementing CLD practices. For example, Sri Lanka has a 25% quota for women in local government positions. I believe these positions should be filled with female community members who understand local challenges. 

Why is community-led development particularly important in Sri Lanka right now? 

Before joining MCLD, I didn’t know community-led development as a formal concept. Since joining, I have understood that it was central to how we worked at RED even though I didn’t know it by name. 

During COVID-19, RED supported the neighbors, faith leaders, and local groups that were organizing community kitchens, supplying sanitary products, and responding to other urgent needs. Communities identified priorities, and we helped strengthen what was already happening.

To me, community-led development refers to development initiatives carried out both individually and collectively through networks, without centralising political, economic, or social authority, and without becoming dependent on such structures.

I see examples of this all around me. One that stands out is after Cyclone Ditwah hit Sri Lanka in November 2025, very shortly after I joined MCLD. After the cyclone, we learned about a woman in Nittambuwa who organized 100+ women to travel to Matale, a highly affected region hit with landslides and devastating flooding. They had organized transportation but lacked fuel for the buses. When we heard about it, we were able to step in to support them in covering the fuel costs and four days of food supplies for the volunteers. That experience reinforced what CLD looks like in practice: local people organized an idea, and our organization stepped in to support their leadership, not to direct the plan. We engaged in this again when we heard of a young woman who began walking 2–3 miles to displacement camps to sing with and support children under 12 who were struggling emotionally after the cyclone. RED equipped her with the resources to continue, and she has sustained the initiative for the past year.

During the period following Cyclone Ditwah, RED also provided microgrants for six districts in Sri Lanka, enabling communities to respond to flood relief works. This small sum of money supported 4800+ individuals in 2000+ families. 

What does belonging to a collective like MCLD enable that individual organisations can’t achieve alone?

We believe that MCLD will strengthen our ability to strengthen women and other groups working in different sectors across various organisations in Sri Lanka, helping them rise through their own strength.

My decision to join MCLD stems from the belief that it represents an important first step toward building a just society. Poverty is very high in Sri Lanka, and our communities are used to waiting for help. Through MCLD, I have learned that this is not the best way. My vision is to build communities that do not ask and wait, but take the initiative and have the agency to help themselves. My goal is to create a platform for women in free trade zones to advocate for their own rights. I believe this is the most sustainable path towards social justice, and the principles of community-led development will provide the foundation. 

දශකයේ හඬවල්: චන්ද්‍රා දේවනාරායන

පසුගිය දශකය තුළ, MCLD හි කාර්යයන් විශිෂ්ට පුද්ගලයින් විසින් හැඩගස්වා ඇත. දශකයේ හඬවල් යනු අපගේ ප්‍රජාව ගොඩනැගීමට උදව් කළ නායකයින්, හවුල්කරුවන් සහ වෙනසක් ඇති කරන්නන් ඇතුළත් නව සම්මුඛ සාකච්ඡා මාලාවකි. ඔවුන්ගේ පිළිතුරු මානුෂීය සහ කල්පනාකාරී වන අතර MCLD හි බලපෑම පිළිබඳ දිරිගන්වන මතක් කිරීමකි. මෙම සම්මුඛ සාකච්ඡාවේදී, Revolutionary Existence for Human Development (RED) ආයතනයේ විධායක අධ්‍යක්ෂ චන්ද්‍රා දේවනාරායන, තම සංවිධානය ශ්‍රී ලංකාවේ නිදහස් වෙළඳ කලාපවල සේවය කරන කාන්තාවන්ට සහාය දක්වන ආකාරය, CLD අවබෝධ කර ගැනීම සහ ශ්‍රී ලංකාව තුළ MCLD හට ඇති කළ හැකි යැයි ඇය සිතන බලපෑම ගෙනහැර දක්වයි.

පළමු වරට RED හමුවන අයට, ඔබේ සංවිධානය සහ එහි කාර්යයට පෙළඹවූ දේ හඳුන්වා දිය හැකිද?

RED යනු නිදහස් වෙළඳ කලාපවල  සේවය කරන කාන්තාවන් සමඟ එක්ව කටයුතු කරන ශ්‍රී ලාංකික සංවිධානයකි. ශ්‍රී ලංකාවේ විශේෂයෙන් නම් කරන ලද නිදහස් වෙළඳ කලාප – අපනයන නැඹුරු කර්මාන්තශාලා රෙදිපිළි, ඇඟලුම් සහ තවත් බොහෝ දේ නිෂ්පාදනය කිරීම සඳහා දහස් ගණනක් සේවකයින් සේවයේ යොදවයි.

මෙම කලාපවල සේවය කරන කාන්තාවන් අතිශයින් අභියෝගාත්මක සේවා සහ ජීවන තත්වයන්ට මුහුණ දෙයි. ඔවුන්ට ප්‍රමාණවත් වැටුප්, රැකියා සුරක්ෂිතභාවය හෝ සංගම් පිහිටුවීමේ අයිතිය නොමැත; ඔවුන් අධික ලෙස වැඩ කරන අතර අනාරක්ෂිත පරිසරයන්ට මුහුණ දෙයි. RED හි අප, අයිතිවාසිකම් පිලිබඳ අධ්‍යාපනය, උපදේශනය සහ ප්‍රජා සංවිධානය  තුළින් ඔවුන්ගේ සමාජ, ආර්ථික සහ දේශපාලනික බලගැන්වීම ශක්තිමත් කිරීමට කටයුතු කරයි.

අපගේ කාර්යයට තනි මව්වරුන්, වැන්දඹු කාන්තාවන් සහ තරුණ කාන්තා සේවිකාවන් කෙරෙහි විශේෂ අවධානයක් යොමු කෙරේ. අපි ඔවුන්ගේ අයිතිවාසිකම් පිළිබඳව ඔවුන් දැනුවත් කරන අතර තමන් වෙනුවෙන් පෙනී සිටීමට ඔවුන්ට සහාය දෙමු. අපි ඔවුන් වෙනුවෙන් ද පෙනී සිටිමු. උදාහරණයක් ලෙස, කර්මාන්තශාලා සේවකයින් සඳහා සාධාරණ වැටුප් ඉල්ලා සිටීමට අපි Adidas සහ Nike වැනි සමාගම් සමඟ සන්නිවේදනය කර ඇත්තෙමු – ඔවුන්ගේ කලිසම් යුගලයක් ඔවුන්ගේ මාසික වැටුපට වඩා ඉහළ මිලකට ඇමරිකා එක්සත් ජනපදයේ විකුණනු ලැබේ. පාර්ලිමේන්තුව සමඟ සාකච්ඡා කිරීමෙන් පසු නිදහස් වෙළඳ කලාපයක් තුළ දිවා සුරැකුම් මධ්‍යස්ථානයක් ලබා ගැනීම මෑත කාලීන සාර්ථකත්වයක් විය. නිදහස් වෙළඳ කලාප සේවකයින්ට තමන්ගේම කථා බෙදා ගත හැකි පුවත්පතක් ද අපි දියත් කර ඇත්තෙමු. 

නිදහස් වෙළඳ කලාපයක සහ පසුව කාන්තා සේවිකාවන්ට සහාය වන රාජ්‍ය නොවන සංවිධානයක් සමඟ සේවය කිරීමෙන් පසු මෙම කාර්යය ආරම්භ කිරීමට මා පෙළඹුණි. මම දැනටමත් ක්ෂේත්‍රයේ ජාතික හා ජාත්‍යන්තර සම්බන්ධතා ගොඩනඟා ගෙන ඇති අතර 2017 දී RED ආරම්භ කළෙමි. දැනට අප හා සාමාජිකයින් 1000 කට වඩා වැඩි ප්‍රමාණයක් සිටින අතර අප ශ්‍රී ලංකාවේ නිදහස් වෙළඳ කලාපයේ සේවකයින් සඳහා  පෙනී සිටිමු. 

MCLD වෙත ඔබව ආකර්ෂණය කළේ කුමක් ද? 

ලෝකයට අව්‍යාජ ප්‍රජා නායකත්වයෙන් යුත් සංවර්ධන මුලපිරීම් අවශ්‍ය වේ. බොහෝ විට, සංවර්ධන උත්සාහයන් පුද්ගලයන් හෝ අරමුදල් සපයන සංවිධාන විසින් සපයනු ලබන කෙටි කාලීන මූල්‍ය දායකත්වයන් මත රඳා පවතී. ජාතික හා ජාත්‍යන්තර මට්ටම් දෙකෙහිම CLD සඳහා වැඩ කරන සංවිධාන හා MCLD අප සම්බන්ධ කිරීම අපි අගය කරමු. එම බෙදාගත් දැක්ම අපව MCLD හා සම්බන්ධ වීමටත් දායක වීමටත් දිරිමත් කළේය.

MCLD හරහා, RED අපගේ රට තුළ CLD යන්නෙන් අදහස් කරන්නේ කුමක්දැයි ගවේෂණය කිරීම සඳහා අනෙකුත් ශ්‍රී ලාංකික සාමාජිකයින් සමඟ සම්බන්ධ වී ඇත. ශ්‍රී ලංකාව පුරා නියෝජිතායතනය, මුලපිරීම සහ අපගේම ශක්තීන් මත ගොඩනැගීමේ මානසිකත්වයක් ප්‍රවර්ධනය කිරීමට MCLDට හැකි යැයි මම විශ්වාස කරමි.

ආසියානු කලාපයේ තවත් සාමාජිකයින් හමුවීමට සහ සංවිධාන සහ පළාත් පාලන ආයතන තුළ CLD පිළිබඳ දැනුම ගොඩනැගීමට මම උනන්දු වෙමි. CLD පිළිවෙත් ක්‍රියාත්මක කරන පළාත් පාලන ආයතනවල වටිනාකමක් මම දකිමි. උදාහරණයක් ලෙස, ශ්‍රී ලංකාවේ පළාත් පාලන තනතුරු සඳහා කාන්තාවන් සඳහා 25% ක කෝටාවක් තිබේ. මෙම තනතුරු දේශීය අභියෝග හඳුනන කාන්තා ප්‍රජා සාමාජිකයින්ගෙන් පිරවිය යුතු යැයි මම විශ්වාස කරමි. 

ශ්‍රී ලංකාවේ ප්‍රජා නායකත්වයෙන් යුත් සංවර්ධනය විශේෂයෙන් වැදගත් වන්නේ ඇයි? 

MCLD හා සම්බන්ධ වීමට පෙර, ප්‍රජාව විසින් මෙහෙයවනු ලබන සංවර්ධනය විධිමත් සංකල්පයක් ලෙස මා දැන සිටියේ නැත. සම්බන්ධ වූ දා සිට, මම එය නමින් නොදැන සිටියද, අපි RED හි වැඩ කළ ආකාරයෙහි කේන්ද්‍රීය බව මම තේරුම් ගෙන ඇත්තෙමි.

COVID-19 අතරතුර, ප්‍රජා මුළුතැන්ගෙය සංවිධානය කරන, සනීපාරක්ෂක නිෂ්පාදන සපයන සහ අනෙකුත් හදිසි අවශ්‍යතාවලට ප්‍රතිචාර දක්වන අසල්වැසියන්, ආගමික නායකයින් සහ ප්‍රාදේශීය කණ්ඩායම් සඳහා RED සහාය දැක්වීය. ප්‍රජාවගේ ප්‍රමුඛතා අප හඳුනා ගත් අතර, දැනටමත් සිදුවෙමින් පවතින දේ ශක්තිමත් කිරීමට අපි උදව් කළෙමු.

මට නම්, ප්‍රජාව විසින් මෙහෙයවනු ලබන සංවර්ධනය යනු දේශපාලන, ආර්ථික හෝ සමාජ අධිකාරිය මධ්‍යගත නොකර සහ එවැනි ව්‍යුහයන් මත යැපීමෙන් තොරව ජාල හරහා තනි තනිව සහ සාමූහිකව සිදු කරන ලද සංවර්ධන මුලපිරීම් ය.

මේ සඳහා උදාහරණ මා වටා සෑම තැනකම දකිමි. කැපී පෙනෙන එකක් මම MCLD හා සම්බන්ධ වී ඉතා කෙටි කාලයකට පසුවය, 2025 නොවැම්බර් මාසයේදී ශ්‍රී ලංකාවට ඩිට්වා සුළි කුණාටු පසු සමයයි. සුළි කුණාටුවෙන් පසු, නිට්ටඹුවේ කාන්තාවක් ගැන අපට දැනගන්නට ලැබුණේ නායයෑම් සහ විනාශකාරී ගංවතුරෙන් දැඩි ලෙස පීඩාවට පත් වූ කලාපයක් වන මාතතේ ප්‍රදේශය වෙත ගමන් කිරීම සඳහා කාන්තාවන් 100+ ක් සංවිධානය කළ බවයි. ඔවුන් ප්‍රවාහනය සංවිධානය කර තිබුණත් බස් රථ සඳහා ඉන්ධන නොමැති විය. ඒ පිළිබඳව දැනගත් විට, ඉන්ධන වියදම් සහ ස්වේච්ඡා සේවකයන් සඳහා දින හතරක ආහාර සැපයුම් ආවරණය කරගැනීමට ඔවුන්ට සහාය වීමට අපට හැකි විය. එම අත්දැකීම CLD ප්‍රායෝගිකව පෙනෙන ආකාරය ශක්තිමත් කළේය: ප්‍රාදේශීය ජනතාව අදහසක් සංවිධානය කළ අතර, අපගේ සංවිධානය සැලැස්ම මෙහෙයවීමට නොව ඔවුන්ගේ නායකත්වයට සහාය වීමට ඉදිරිපත් විය. සුළි කුණාටුවෙන් පසු මානසිකව හා චිත්තවේගීයව අරගල කරන වයස අවුරුදු 12 ට අඩු දරුවන් සමඟ ගායනා කිරීමට සහ සහාය වීමට අවතැන් කඳවුරු වෙත සැතපුම් 2-3 ක් ඇවිදීමට පටන් ගත් තරුණියක් ගැන අපට ආරංචි වූ විට අපි නැවතත් මෙයට සම්බන්ධ වීමු. RED ඇයට ඉදිරියට යාමට සම්පත් ලබා දුන් අතර, ඇය පසුගිය වසර පුරා මුලපිරීම පවත්වා ගෙන ගොස් ඇත.

ඩිට්වා සුළි කුණාටුවෙන් පසු කාලපරිච්ඡේදය තුළ, RED විසින් ශ්‍රී ලංකාවේ දිස්ත්‍රික්ක හයක් සඳහා ක්ෂුද්‍ර මුල්‍ය ප්‍රදාන ලබා දුන් අතර, එමඟින් ප්‍රජාවන්ට දේශීය සහන සේවා කටයුතු වලට ප්‍රතිචාර දැක්වීමට හැකි විය. මෙම කුඩා මුදල පවුල් 2000+ ක පුද්ගලයින් 4800+ කට සහාය විය. 

MCLD වැනි සාමූහිකයකට අයත් වීමෙන්, තනි සංවිධානවලට තනිවම සාක්ෂාත් කරගත නොහැකි කුමන දේ සාක්ෂාත් කරගත හැකි වන්නේද?

ශ්‍රී ලංකාවේ විවිධ සංවිධාන හරහා විවිධ අංශවල සේවය කරන කාන්තාවන් සහ අනෙකුත් කණ්ඩායම් ශක්තිමත් කිරීමට අපගේ හැකියාව MCLD ශක්තිමත් කරනු ඇති බවත්, ඔවුන්ගේම ශක්තියෙන් ඔවුන්ට නැගී සිටීමට උපකාර කරන බවත් අපි විශ්වාස කරමු.

සාධාරණ සමාජයක් ගොඩනැගීම සඳහා වන වැදගත් මූලික පියවරක් ලෙස MCLD ක්‍රියාත්මක වන බවට මා තුළ ඇති විශ්වාසය මත පදනම්ව මම එහි එක්වීමට තීරණය කළෙමි. ශ්‍රී ලංකාව තුළ දරිද්‍රතාව ඉහළ මට්ටමක පවතින අතර, අපගේ ප්‍රජාවන් බොහෝ විට ආධාර ලැබෙන තුරු බලා සිටීමට හුරු වී සිටිති. මෙය හොඳම ක්‍රමය නොවන බව MCLD හරහා මම වටහා ගතිමි. ආධාර ඉල්ලා සිටීම හෝ බලා සිටීම වෙනුවට, ස්වයං-උත්සාහයෙන් කටයුතු කිරීමට අවශ්‍ය මුලපිරීම සහ හැකියාව  සහිත ප්‍රජාවන් ගොඩනැගීම මගේ දැක්මයි. නිදහස් වෙළඳ කලාපවල සේවය කරන කාන්තාවන්ට තම අයිතිවාසිකම් වෙනුවෙන් පෙනී සිටීමට හැකි වේදිකාවක් නිර්මාණය කිරීම මගේ අරමුණයි. සමාජ සාධාරණත්වය ළඟා කර ගැනීම සඳහා මෙය වඩාත් තිරසාර මාර්ගය බවත්, ප්‍රජාව විසින් මෙහෙයවනු ලබන සංවර්ධන මූලධර්ම ඊට අවශ්‍ය පදනම සපයන බවත් මම විශ්වාස කරමි.
