Majority World Voice: Organizing convening spaces on LLD

Since November 2023, Majority World actors have been signing on to a letter outlining recommendations on how convening spaces on Locally-led Development (LLD) should be organized. MCLD, CIVICUS and Peace Direct facilitated the process.

In November 2023, Majority World actors and community-based organizations published a letter to international partners outlining five principles to make convenings on locally-led development more inclusive. The letter calls for organizers and sponsors of convenings on locally-led development to:

  1. Ensure that diverse local actors are not only equally represented at any policy or decision-making table that impacts Majority World countries and its inhabitants, but also co-shape these tables.
  2. Enable meaningful access, for instance choosing locations that minimize humiliating visa processes or prohibitive travel logistics;
  3. Respect participants’ time, experience and expertise – providing adequate notice to make travel plans and, where needed, providing full sponsorship so that everyone, not only the well-resourced groups, can actively participate.
  4. Speak languages that can be understood – ensuring real language access beyond simultaneous interpretation or sign language
  5. Set the agenda together and work with co-hosts from the Majority World. 

This initiative emerged from a longstanding frustration of many local leaders being effectively excluded from international conferences and meetings about locally-led development – despite being the ones whom the agenda claims to center. It is being facilitated by the Movement for Community-Led Development (MCLD), CIVICUS and Peace Direct.

As of November 2024, 1,860 Majority World actors have signed the letter demanding a change and commitments from international partners. Since the letter was published, 50 INGOs, networks and funders have committed to do better through the following statement:

As an international NGO, convenor, network, bilateral government agency, multilateral agency, foundation, pooled fund or similar entity, we recognize the need to ensure that Majority World actors actively shape, access and meaningfully participate in international convenings and policy spaces discussing locally-led development, as stated in the open letter articulated by Majority World networks, organizations and actors published on November 29, 2023. We acknowledge and endorse the five key asks articulated in that letter. 

We hereby commit to following the five principles and to stand in allyship with Majority World actors. We believe this movement is vital to transform the development, humanitarian and peacebuilding systems to be more locally-led.

To support their commitment, MCLD, CIVICUS, and Peace Direct have facilitated a process in collaboration with Majority World actors to create a guidance note with concrete recommendations for implementing these principles. The guidance note will be shared in May 2024. and safe dialogues spaces will be offered to signatories in order to collectively reflect and exchange about progress, learnings and good practice in adhering to these principles.

We invite more international conveners, INGOs and funders to publicly endorse and commit to the 5 principles in the spaces they organize or sponsor.

En novembre 2023, les acteurs du “Monde Majoritaire” et les organisations communautaires ont publié une lettre à l’intention des partenaires internationaux, dans laquelle ils énoncent cinq principes visant à rendre les réunions sur le développement local plus inclusives. La lettre appelle les organisateurs et les sponsors des réunions sur le développement local à :

  1. Veiller à ce que les divers acteurs locaux soient non seulement représentés de manière égale à toute table de discussion ou de prise de décision ayant un impact sur les pays du monde majoritaire et leurs habitants, mais aussi à ce qu’ils participent à l’élaboration de ces tables.
  2. Permettre un accès significatif, par exemple en choisissant des lieux qui minimisent les procédures de visa humiliantes ou la logistique de voyage prohibitive ;
  3. Respecter le temps, l’expérience et l’expertise des participants – en les avertissant suffisamment à l’avance pour qu’ils puissent planifier leur voyage et, le cas échéant, en les parrainant entièrement afin que tout le monde, et pas seulement les groupes disposant de ressources suffisantes, puisse participer activement.
  4. Parler des langues qui peuvent être comprises – garantir un véritable accès linguistique au-delà de l’interprétation simultanée ou de la langue des signes.
  5. Définir ensemble l’ordre du jour et travailler avec des co-animateurs du monde majoritaire. 

Cette initiative est née d’une frustration de longue date, de nombreux dirigeants locaux étant effectivement exclus des conférences et réunions internationales sur le développement local, alors qu’ils sont ceux que l’ordre du jour prétend centrer. Elle est facilitée par le Mouvement pour le développement piloté par la communauté (MCLD), CIVICUS et Peace Direct.

En novembre 2024, 1 860 acteurs du monde majoritaire ont signé la lettre demandant un changement et des engagements de la part des partenaires internationaux. Depuis la publication de la lettre, 50 ONGI, réseaux et bailleurs de fonds se sont engagés à faire mieux à travers la déclaration suivante :

En tant qu’ONG internationale, rassembleur, réseau, agence gouvernementale bilatérale, agence multilatérale, fondation, fonds commun ou entité similaire, nous reconnaissons la nécessité de veiller à ce que les acteurs du Monde Majoritaire façonnent activement, accèdent et participent de manière significative aux rassemblements internationaux et aux espaces politiques discutant du développement mené localement, comme indiqué dans la lettre ouverte articulée par les réseaux, les organisations et les acteurs du Monde Majoritaire publiée le 29 novembre 2023. Nous reconnaissons et approuvons les cinq questions clés formulées dans cette lettre. 

Nous nous engageons par la présente à suivre les cinq principes et à nous allier aux acteurs du monde majoritaire. Nous pensons que ce mouvement est essentiel pour transformer les systèmes de développement, d’aide humanitaire et de consolidation de la paix afin qu’ils soient davantage dirigés au niveau local.

Pour soutenir leur engagement, le MCLD, CIVICUS et Peace Direct ont facilité un processus en collaboration avec les acteurs du monde majoritaire pour créer une note d’orientation avec des recommandations concrètes pour la mise en œuvre de ces principes. La note d’orientation sera partagée en mai 2024 et des espaces de dialogue sécurisés seront offerts aux signataires afin de réfléchir et d’échanger collectivement sur les progrès, les apprentissages et les bonnes pratiques dans l’adhésion à ces principes.

Nous invitons davantage d’organisateurs internationaux, d’ONGI et de bailleurs de fonds à soutenir publiquement les 5 principes et à s’engager à les respecter dans les espaces qu’ils organisent ou parrainent.

En noviembre de 2023, personas del Mundo Mayoritario y organizaciones comunitarias publicaron una carta dirigida a sus socios internacionales detallando cinco principios para lograr una mayor inclusión en las reuniones sobre desarrollo liderado por la comunidad local. La carta pide a los organizadores y patrocinadores de dichas reuniones que:

  • Se aseguren que diversos actores locales no sólo estén representados equitativamente en cualquier mesa de políticas públicas o toma de decisiones que afecte a los países del Mundo Mayoritario y sus habitantes, sino que también crean en conjunto estas mesas.
  • Se facilite el acceso significativo, por ejemplo, eligiendo ubicaciones que minimicen los procesos humillantes de visas o logísticas complicadas para viajar.
  • Se respete el tiempo, la experiencia y el conocimiento de los participantes, avisando con antelación para realizar planes de viaje y, cuando sea necesario, ofrecer financiamiento para que todos, no solo los grupos con suficientes recursos puedan participar activamente.
  • Utilizar idiomas que se pueden entender, garantizando un acceso real al lenguaje más allá de la interpretación simultánea o el lenguaje de señas.
  • Se establezca la agenda en conjunto y se trabaje con co anfitriones del Mundo Mayoritario.

Esta iniciativa surgió de la frustración constante de muchos líderes locales que son efectivamente excluidos de las conferencias y reuniones internacionales sobre desarrollo liderado por la comunidad local, a pesar de que la agenda asegura tenerlos al centro. La iniciativa está siendo facilitada por el Movimiento para el Desarrollo Dirigido por la Comunidad (MCLD), CIVICUS y Peace Direct.

A noviembre de 2024, 1.860 actores del Mundo Mayoritario han firmado la carta exigiendo un cambio y compromisos de sus socios internacionales. Desde que se publicó la carta, 50 Organizaciones Internacionales No Gubernamentales, redes y donantes se han comprometido a mejorar a través de la siguiente declaración:

Como una organización internacional  no gubernamental, organizador, red, agencia gubernamental bilateral, agencia multilateral, fundación, fondo común u entidad similar, reconocemos la necesidad de garantizar que los actores del Mundo Mayoritario definan de manera activa, tenga acceso y participen significativamente en las reuniones internacionales y los espacios de políticas que discuten el desarrollo liderado por la comunidad local, tal como se indica en la carta abierta articulada por redes, organizaciones y actores del Mundo Mayoritario publicada el 29 de noviembre de 2023. Reconocemos y respaldamos las cinco peticiones clave articuladas en dicha carta.

Por la presente, nos comprometemos a seguir los cinco principios y a solidarizarnos con los actores del Mundo Mayoritario. Creemos que este movimiento es vital para transformar los sistemas de desarrollo, humanitario y de construcción de paz para que estén más liderados por la comunidad local.

Para apoyar su compromiso, MCLD, CIVICUS y Peace Direct han facilitado un proceso en colaboración con actores del Mundo Mayoritario para crear una guía con recomendaciones concretas para implementar estos principios. <في تشرين الثاني/نوفمبر ٢٠٢٣، قامت جهات فاعلة من العالم الأكثرية والمنظمات المجتمعية المحلية بنشر رسالة إلى الشركاء الدوليين توضح خمسة مبادئ لجعل الاجتماعات حول التنمية المحلية أكثر شمولًا. تدعو الرسالة منظمي ورعاة الاجتماعات حول التنمية المحلية إلى:

  1. التأكد من أن الجهات المحلية المتنوعة ليست فقط ممثلة بالتساوي عند أي طاولة لصنع السياسات أو اتخاذ القرارات التي تؤثر على بلدان عالم الأكثرية وسكانها، بل أيضًا تشارك في تشكيل هذه الطاولات.

تأتي هذه المبادرة نتيجة لإحباط مستمر وطويل الأمد للعديد من القادة المحليين الذين تم استبعادهم بشكل فعال من المؤتمرات والاجتماعات الدولية حول التنمية التي تقودها المحليات، على الرغم من كونهم هم الذين تدعي الجداول للتركيز عليهم. ويتم تسهيلها من قبل Movement for Community-Led Development – MCLD و سيفيكوس (CIVICUS) و Peace Direct.
